It's only my opinon, but it's an informed opinon. I've studied film for a long time.
This list will grow rapidly so check back often.
Now to the ratings:
I call it 33 1/3.
One third plot- was it good story, well-told? Was it imaginitive and gripping? Did it evolve well? Was it believable?(Suspension of disbelief.)
One third characters, how well were they written, directed, and acted.
One third presentation- sound, cinematography, special fx, the overall viseral effect of the film.
Overall
below 50 : banish all concerned from filmmaking
50-60 : major problems, may hold interest to those invested in subject
60-70 : Fair, but still has a lot of bad decisions
70-80: reasonably good film, worth seeing but has some problems.
80-90 : solid film, definite see, several aspects outstanding
90-100 : rare. Good year two or three. Otherwise, may have several years without any.
